Borders around myspace graphics/images????

I saw on someones profile their friends list and all images on the page, to include the default pic, were bordered with a fuzzy-like frame and the picture popped out. So, when you did a mouse rollover it went back into normal position. Kinda hard to explain, but I want to know how to do this!! Any ideas on how to get neat borders?? (and I'm not talking about regular borders emboss, dotted, etc.) I would like to see unique borders.... ??
